I know what Michigan country roads are like! I'd definitely go with 250 cc's at least, my Yamaha Virago 1100 gets 45 mpg, so bigger than 250 won't break you. Go with a cruiser style, at least if you're over 30. Way more comfy, lower to the ground so's you can get your feet down fast if need be. An older Virago 750 or 920 perhaps
References :
I have a 250 dual sport it gets about 65+ mpg but could be geared a little higher for the street. 50mph is the sweet spot and it just purrs along but it will go 80. Don't buy an underpowered bike like a moped because you become a nuisance to traffic. I wouldn't go any smaller than mabey a 200cc scooter just in case you have to get up a big hill.
References :
That would be a 41 min commute going 25 on a moped

A 200 - 250 dual sport would be perfect for your commute. All of these are street legal ready to ride bikes.

Yamaha
WR250
XT250
Honda
CRF230L
Suzuki
DR200SE
Kawasaki
KLX250

They will all go a little faster than you need but are more reliable over time because you want have to rev them as hard as a smaller bike.
